According to the relevant provisions of the "Measures for Public Participation in Environmental Impact Assessment" (hereinafter referred to as the "Measures"), our unit conducted a public announcement during the evaluation of the "Environmental Impact Report of the 4140 ton/year High Performance Dye Intermediate Project of Inner Mongolia Jinmeng Chemical Co., Ltd.". We now explain the content, time, method, and other contents of the public announcement, as well as whether it meets the requirements of the "Measures".

1. Overview

Inner Mongolia Jinmeng Chemical Co., Ltd. is a new type of limited company mainly engaged in the development and production of dyes and intermediates, founded in 2008. The company is located in the Tengger Economic Development Zone of Alxa Left Banner, Inner Mongolia. The first two phases of the company's projects have been completed and put into operation. The first phase of the project was approved by the Inner Mongolia Autonomous Region Department of Environmental Protection [2009] No. 98 in 2009, and started construction in the same year. It was completed and put into operation in 2010, with an annual production of 1500 tons of 6-nitro-1,2-diazoxynaphthalene-4-sulfonic acid. The second phase of the project was approved by the Environmental Protection Bureau of Alxa League in 2013 with Ahuanshen [2013] No. 4. Construction began in the same year and was completed and put into operation in 2014. The annual production capacity is 1000 tons of 6-acetylaminophenol 4-sulfonic acid and 500 tons of 2-carboxyl-4-sulfonic acid phenylhydrazone. On January 14, 2014, the first phase of the project produced 1500 tons of 6-nitro-1,2-diazoxynaphthalene-4-sulfonic acid per year and passed the acceptance inspection of the Environmental Protection Department of Inner Mongolia Autonomous Region, with the approval number being Nei Huan Yan [2014] No. 6. On September 12, 2018, the second phase of the project received approval from the Environmental Protection Bureau of Alxa League, with the approval document number Ahuanyan [2018] No. 4. The existing completed projects of the project have all passed the environmental protection acceptance and obtained approval. On September 13, 2021, the enterprise obtained a pollution discharge license with license number 911529216769414844001RV.

The company has established an annual production line of 1500 tons of 6-nitro-1,2-diazoxynaphthalene-4-sulfonic acid, a production line of 1000 tons of 6-acetylaminophenol 4-sulfonic acid, and an annual production line of 500 tons of o-carboxyl-4-sulfonic acid phenylhydrazone. The company also has supporting water, electricity and other public engineering systems and environmental protection systems. Currently, the production and operation of the enterprise is in good condition, and the self monitoring data meets the standards without exceeding the standards.

In order to further develop and expand the scale of the enterprise, increase market share, and meet the growing demand of the market, Inner Mongolia Jinmeng Chemical Co., Ltd. plans to invest 100 million yuan in the construction of the "Inner Mongolia Jinmeng Chemical Co., Ltd. 4140 tons/year High Performance Dye Intermediate Project" (hereinafter referred to as the "Project"). After completion, the project will produce 1000 tons of o-aminobenzenesulfonic acid and 500 tons of anthraquinone derivatives annually 500 tons of 2-aminophenol-4- (2-carboxyl) sulfonylaniline, 100 tons of 2-chloro-5-aminobenzenesulfonyl-N - (2,4-dimethylaniline), 200 tons of 2-aminophenol-4 sulfonamide, 100 tons of o-aminobenzoic acid 4-sulfonic acid, 100 tons of o-carboxyl-5-sulfophenylhydrazone, 300 tons of blue group, 100 tons of 2,3-dibromopropionyl chloride, 80 tons of wool active yellow 4G, 80 tons of wool active red 6G, 80 tons of wool active blue 3G, and 1000 tons of G salt.

According to the "Classification and Management Catalogue for Environmental Impact Assessment of Construction Projects (2021 Edition)", this project belongs to the category of "23. Chemical Raw Materials and Chemical Products Manufacturing Industry 44. Basic Chemical Raw Materials Manufacturing 261", and an environmental impact report should be prepared. According to the requirements of relevant laws and regulations such as the Environmental Protection Law of the People's Republic of China and the Regulations on Environmental Protection Management of Construction Projects, Inner Mongolia Jinmeng Chemical Co., Ltd. has entrusted Inner Mongolia Kaiyue Engineering Consulting Co., Ltd. to be responsible for the preparation of the environmental impact report of this project. After accepting the environmental impact assessment work of this project, our unit immediately organized relevant personnel to conduct on-site inspections and data collection, And an investigation was conducted on the surrounding environment of the project site. Based on the collection of relevant information, the Environmental Impact Report on the 4140 ton/year High Performance Dye Intermediate Project of Inner Mongolia Jinmeng Chemical Co., Ltd. was carefully and rigorously prepared and submitted for approval.

The project is located within the industrial park and is exempt from one-time public announcement. On March 19, 2022, a draft environmental impact report for the 4140 ton/year high-performance dye intermediate project of Inner Mongolia Jinmeng Chemical Co., Ltd. was prepared for solicitation of opinions. On March 10, 2023, the draft environmental impact report was published on the company's website and also in local newspapers. During this period, within 5 working days of the publication of the solicitation draft, our unit conducted a statistical summary of the public opinion form and reflected the summarized results in the approval version of the "4140 ton/year high-performance dye intermediate project of Inner Mongolia Jinmeng Chemical Co., Ltd.". At the same time, we prepared a public participation explanation for this time.

2. Disclosure of information on the first environmental impact assessment

According to the "Measures for Public Participation in Environmental Impact Assessment", the project is located in the southern area of Tengger Fine Chemical Industrial Park, Tengger Economic and Technological Development Zone, Alxa Left Banner, Inner Mongolia Autonomous Region. The park has carried out public participation in planning environmental impact assessment in accordance with the law, and the project nature, specifications, and other aspects comply with the planning environmental impact report and review opinions. Therefore, when the construction unit of this project conducts public participation in environmental impact assessment of the construction project, Simplify the following:

（2） Reduce the period of 10 working days for secondary publicity to 5 working days;

The publicly disclosed content includes the full text of the solicitation draft of the environmental impact report and the methods and paths for accessing the paper report, the public scope for soliciting opinions, the network links of the public opinion form, the ways and means for the public to provide opinions, and the starting and ending times for the public to provide opinions, The time limit for publicity is within 5 working days from the date of publicity, and the content of the publicity is detailed in Annex 2.

The solicitation draft of the environmental impact report for this project includes the main content of environmental impact, and the timely disclosure of the content meets the requirements of the "Measures".

3.3 Review situation

The paper report on the environmental impact report of the 4140 ton/year high-performance dye intermediate project of Inner Mongolia Jinmeng Chemical Co., Ltd. Within 5 working days of publication, no one came to our unit to review the paper version of the report.
